The Soviet Union mys­te­ri­ously gave up its posi­tion as one of the world’s great­est pow­ers and splin­tered into mul­ti­ple nations. It is leader at the time was Mikhail Gor­bachev who has made sev­eral pub­lic state­ments about the real­ity of a covert extrater­res­trial pres­ence vis­it­ing Earth.

In March 1983, Rea­gan intro­duced the Strate­gic Defense Ini­tia­tive (SDI), a defense project[137] that would have used ground and space-based sys­tems to pro­tect the United States from attack by strate­gic nuclear bal­lis­tic mis­siles.[138] Rea­gan believed that this defense shield could make nuclear war impos­si­ble,[137][139] but dis­be­lief that the tech­nol­ogy could ever work led oppo­nents to dub SDI “Star Wars” and argue that the tech­no­log­i­cal objec­tive was unat­tain­able.[137] The Sovi­ets became con­cerned about the pos­si­ble effects SDI would have;[140] leader Yuri Andropov said it would put “the entire world in jeop­ardy.“[141] For those rea­sons, David Ger­gen, for­mer aide to Pres­i­dent Rea­gan, believes that in ret­ro­spect, SDI has­tened the end of the Cold War.[142]

Crit­ics labeled Reagan’s for­eign poli­cies as aggres­sive, impe­ri­al­is­tic, and chided as “war­mon­ger­ing,” though they were sup­ported by lead­ing Amer­i­can con­ser­v­a­tives who argued that they were nec­es­sary to pro­tect U.S. secu­rity inter­ests.[140] A reformer, Mikhail Gor­bachev, would later rise to power in the Soviet Union in 1985, imple­ment­ing new poli­cies for open­ness and reform that were called glas­nost and per­e­stroika.

He said, ‘The phe­nom­e­non of UFO’s (uniden­ti­fied fly­ing objects) does exist, and it must be treated seri­ously.’ Per­haps Mikhail Gorbachev’s Krem­lin speech in 1987, is the key to under­stand­ing why bil­lions are being spent, when he said, “At our Geneva meet­ing, the US Pres­i­dent (Rea­gan) said that if the earth faced an inva­sion by extrater­res­tri­als, the United States and the Soviet Union would join forces to repel such an inva­sion. I shall not dis­pute the hypothesis.”

Rus­sia and the US con­tinue mod­ern­iz­ing their anti-ballistic mis­sile (ABM) sys­tem that is designed to counter bal­lis­tic mis­siles and is some­times called the Star Wars Sys­tem. Two ABM sys­tems have been oper­a­tional against ICBMs, the U.S. Safe­guard sys­tem, which uti­lized the LIM-49 Spar­tan and Sprint mis­siles, and the Russ­ian A-35 anti ¨Cbal­lis­tic mis­sile sys­tem which used the Galosh inter­cep­tor. The Russ­ian sys­tem has been improved and is still active, and is now called A-135 and uses the Gor­gon and Gazelle mis­siles. The U.S. Ground-Based Mid­course Defense sys­tem has recently reached oper­a­tional capa­bil­ity and is shown in the photo below. It does not use an explo­sive charge, but launches a kinetic pro­jec­tile that may be effec­tive against UFOs.
